Studie se zaměřuje na analýzu vztahů mezi dopravní nehodovostí, výdaji obcí na dopravu a jejich aktivitami v oblasti bezpečnosti silničního provozu (BESIP). Cílem je identifikovat skupiny obcí s podobnými charakteristikami. Pomocí analýzy hlavních komponent (PCA) byly redukovány dimenze dat a následně byla aplikována shluková analýza metodou k-průměrů. Výsledkem bylo rozdělení obcí do sedmi odlišných skupin, které se liší jak v intenzitě dopravních opatření a investic, tak v míře nehodovosti. Kategorizace obcí umožňuje lépe porozumět rozdílům mezi obcemi, odhalit jejich silné a slabé stránky v oblasti BESIP a nabídnout podklad pro efektivnější cílení dopravně-bezpečnostních politik.

Evaluation of the activities of municipalities at BESIP
The study focuses on analysing the relationships between traffic accident rates, municipal transport expenditures, and their activities in the field of road safety. The aim is to identify groups of municipalities with similar characteristics. Principal Component Analysis (PCA) was used to reduce data dimensionality, followed by cluster analysis using the k-means method. As a result, municipalities were divided into seven distinct groups that differ in the intensity of transport measures and investments, as well as in accident rates. This categorisation enables a better understanding of differences among municipalities, reveals their strengths and weaknesses in road safety, and provides a basis for more effective targeting of traffic safety policies.
