Road and Urban Transport Engineering (SAMDI).

The Road and Urban Traffic Engineering section contributes to informing transport engineers in the Czech Republic and promoting their ongoing education through specialized seminars and workshops that encourage meaningful discussions. President of the Sami Section Ing. Dagmar Kočárková launched a meeting and welcomed the present. She briefly introduced the prepared program.

 

Kočárková reported that the Sami section met twice in 2021 - in March, an online meeting in MS Teams was held, the discussed topic was the concept of urban and active mobility (new methodology of Sump 2.0), introduced by Ing. Jaroslav Martinek. In the discussion, among other things, it was said that the CSS z.s. Through the Sami section, all activities should be directed to a performance at the World Road Congress in Prague in October 2023. The second meeting took place in Olomouc as part of a road conference, the topic for performance and discussion was sustainable urban mobility, its concept and examples of practice . In addition to the brief performance of the concept, several examples from practice were introduced.

In December 2021 the 10th Congress of the CSS, z.s., was elected CSS Council. For activities in the next period it was stated that the CSS will continue to organize or participate in the preparation of professional events, the competition of dissertation is underway, the work of individual sections is crucial. Membership fees were also modified. This was followed by the first meeting of the CSS Council, where its Bureau was elected. 2. 2. Report on the Samdi Section Management

Kočárková reported that the Sami section did not meet in 2020 due to pandemic. The last meeting took place on 23 October 2019 in České Budějovice as part of a road conference, it was common with the Security section and the topic for discussion was "usability and credibility of data in transport".

Yesterday, March 23, 2021 2019, the 7th meeting of the CSS Council of the Council of the Council of the Council of the Council of the Council, at which they were acquainted with the results of the management in 2020 and the proposal of the CSS z.s. for 2021.

4. Professional topic for discussion - concept of urban and active mobility (new methodology of Sump 2.0) -

On 14. 12. 2020, the work meeting was held online at the MD, the concept of urban active mobility "was held, Kočárková presented the link of the Sami section to the concept of urban and active mobility 2021 - 2030 and specifically on Chapter 2.3.5. (coordination of active mobility). The Sami section, together with other organizations (eg partnership association for urban mobility and transport universities), will present a professional and methodological background to support active and urban mobility. This activity is in line with the professional intentions of Piarc and its work committees, especially TC 2.1 mobility in built -up territory. The Committee focuses mainly on the needs of the public in the field of mobility in connection with commuting, especially attractive work in the city + housing in the suburbs or in the countryside; Increasing the needs of everyday transport, where the capacity of transport networks is exceeded daily. The Piarc Strategic Plan requires to address the topics of needs and services in the field of mobility (not only in the field of transport !!!) and multimodality not only in the city, but throughout the metropolitan region. The outputs will be presented at XXVII. World Road Congress (WRC), which will take place on 2 - October 6, 2023 in Prague, which is a great opportunity for experts from the Czech Republic to exchange experience.

Then Martinek followed the presentation, which is part of the registration. Martinek expressed his intention to try to establish partnership and do something for our cities, regions, government, MD. He sees a great perspective in the Sami section for cooperation. As part of the presentation, he first presented the connection of the Sami section to the concept of urban active mobility. Subsequently, he introduced the present to the structure of the Academy of City Mobility. Finally, a task for all when he asked to write 2 examples of good practice.

In the discussion, Bartoš first stated that from the position of ČSS z.s. It is support for professional work of sections. In the Czech Republic, the methodology of urban and active mobility is now prepared until 2030 and the Sump 2.0 methodology. The CSS z.s. Through the Samdi section, the Partnership Association for City Mobility and Higher Education, Sami can coordinate this activity. On the road horizon no. Krejčí asked what was expected of us? As Sami, we can participate in the activities, but it is a practitioner for ourselves and needs to hear what to do.

Martinek replied that Krejčí has been working long ago when he sends examples of good practice, it is only necessary to promote them. Heinrich and Novotny also send interesting examples, it is possible to put them on the web. NATO Krejčí offered to provide documents for two events - they have already organized the 5th year of the competition "to the bicycle" and the "Cycling Mayors' Cycloe. He also stated that in Ostrava he is doing large investments of DP, especially in trams, electric buses, whether it would also be useful? Novotný added that he could also send some examples, but rather only links.

Landa recommended to mention negative examples as a deterrent example, Novotný fears so that someone does not use.

Bartoš thought about how to do everything manager, how to communicate, how to link to the website of the CSS z.s., whether not to stipulate the editorial board - a small group that would meet 4 times a year and revise contributions. Kočárková asked to write her to work on the editorial board (

Bartoš asked representatives of universities, as they look at cooperation, and he would be interested in the CDV representative. Frič said that for CDV, v.v.i. will not comment or cooperate on this activity.

Mikulík thanked Radimský and all the listeners (about 60 people participated) for his active participation. The discussion brought useful suggestions for the final phase of processing the revision of the standard.
This year's joint meeting confirmed the usefulness of such joint activities on the plan of the road conference and it would be advisable to include it in the program of the next road conference.
One possible topics could be the issue of shared space for motor and cycling in the existing street profile.

Chairman of the Sami Section Ing. Luděk Bartoš welcomed Lenka Sazmová and Ing. Stanislava Kubešová for accepting an invitation to this meeting, where they will inform about the results of the national census 2016.

2. Report on the Samdi Section Management
Bartoš reported that the Sami section met at 2 sessions last year, in June 2016, where the topic was "Information on the course of the National Transport Census", and in October as part of a road conference where the Sami and the Joint Meeting of the Sami and Road safety with the topic "Pedestrian crossing versus a place for crossing - a question of marking and safety". Furthermore, in the short presentation Bartoš introduced the activities of the Sami section over the past 10 years and recalled the discussed topics of all 28 meetings. In the end, he announced his resignation as chairman of the Sami Section.

3. Section of the Section Guidance
In connection with his resignation, Bartoš proposed as his successor to Ing. Stroller, previous secretary of the section. He called for other proposals for the chairman, none of them sounded. The present voted about the fact that Ing. Bc. Dagmar Kračárková, Ph.D. will become the chairwoman of the Sami section, with a result of 16 - 0 - 1. Then Bartoš handed over the stroller proceedings of the meeting.

  1. 24. - May 25, 2017 will be held XVIII. Traffic - engineering days in Mikulov at Hotel Zámeček. Kubr informed that the co -organizer of the conference will be, in addition to Brno roads as well as last year, the transport company of the City of Brno, a.s. The topic will be "Intelligent Systems - Transport, Parking, Public Transport", in 3 blocks there are 18 lectures from the Czech Republic and Slovakia.   2. In the term 18 - 19 October 2017, the preparatory committee prepares a road conference in Brno at the Exhibition Grounds in Pavilion E. The time schedule of the conference is prepared in the same spirit as last year, ie on the first day the main part of the conference ends with a later lunch and in The afternoon parts will be reserved for the meeting of the CSS z.s. sections, a visit to the exhibition and for excursions,

  • Table part - RPDI (wheel/day), coefficients of transport α, β, γ, ratio of opposite currents and RPDI cyclists,
  • Report for the UN ECK (has been processed preferably from preliminary results in December 2016),
  • Message to update TP 189.

She also stated that outside the contract are processed maps of regions and city maps (Department of Road Databank and NDIC Ostrava) and web application http://scitano2016.rds.cz, where data will be gradually updated (now preliminary table outputs, the final form will be published in course of May 2017). In the end, Kubešová presented graphs showing the development of traffic loads of roads, development of transport performance, distribution of traffic current composition in individual years.
In the discussion, Heinrich asked whether the closures were taken into account during the CSD and whether they were taken into account, Kubešová replied that the closures were solved together with the contractor and, if possible .
Information on CSD 2016 closed by its presentation Ing. Martolos and introduced the conclusions of the calculations made by EDIP. The recalculation coefficients from 4 hour census were determined. Rpdi. Portable detectors were used to refine the coefficients, using which 20 weeks in each month were measured in 20 locations. Newly calculated coefficients have been compared with coefficients from 2010. In connection with EDIP, it proposes to update the conversion coefficients, respectively. Update TP 189.
In the discussion there was a question for roads for motor vehicles, extensive motorway repairs and their impact on transport.
In conclusion, Kubešová expressed his satisfaction over the course of CSD 2016, Martolos confirmed quality data with a minimum of measurement (about 2%), which indicated unreliable. Bartoš recommended that all roads II be included in the census next time. Classes, which Kubešová also supported, because in CSD 2016 in some regions a number of roads from the census fell and data are not. Vorel pleased the present by meeting the CSS Council on March 29, 2017 Mgr. Skovajsa, who presented the results of CSD 2016, admitted that the release of the number of roads II. The census classes were a mistake and these sections that they would be returned to the next census.
In conclusion, Kubešová announced that the next CSD is planned for 2020.
